Thank you for your email dated 22 July in Thai. Please understand that it took time to translate your email into Japanese. Moreover, we also got your email dated 3 August in English

As you may know, Japan has a lot of natural disasters like earthquakes and typhoon. In addition, 70% of Japan land is mountainous. Our population of around 120 million make living at limited flat area with next to a lot of

factories. Therefore, under these natural conditions and living environment, we have very strict regulations and high standards for structural safety, such as Building Standard Act in Japan.

We regard it as most important to have necessary procedures, period for construction and strict regulations for our safety. We are proud that Japanese people as well as business community are most sensitive to safety issue.

We assure you that we are committed to indicated rules and regulations, and we do not compromise any safety standards.

In your email, you have delivered your concern to PM Abhisit and other ministers. We, Japanese and Japanese business community who enjoy staying in our great Thailand, strongly hope that Thai government will make proper actions on this issue.

Rapid business growth and ever higher demands plus inept authorities may be the cause that PTT, a prominent energy company is neglecting safety in the construction of its facility. Commonsense tells that strong foundation is of utmost important for structural integrity. Nevertheless, PTT claims the supporting soil is strong enough that piling is exempted for its gas separation plant in Rayong. This delusion is bringing inevitable risks to all lives and environments in the vicinity.

Recent leakage of Chlorine gas from another plant at this same industrial development that injured hundreds of people was not from defaulted tank, but the collapse of the tank’s supporting foundation. Several factories with unsafe structures in the same vicinity may also become a domino effect of chain explosions, with their extensive storage of dangerous chemicals and immense amount of flammable gases. Investors should also recognize these risks that can affect economic situation of this entire area.

This warning is from civil engineers who were directly involved in construction of the new PTT’s gas separation plant. The possibility of foundation settlements may cause widespread explosions of immense amount of flammable LPG gases stored at this plant. Damages from explosion are expected to reach most or all industrial estates in the Maptaphut vicinity.

Since December last year 2009, they had provided of the Settlement of Shallow Foundation Case Study for 3 PTT Construction Plant Projects in Maptaphut, there were consisting of PTT-Phenol Plant and 2 PTT- Gas Separation Plant (GSP-6 & ESP). This case Study had submitted to Mr.Prasert Boonsumpun/PTT’s CEO on 19 December 2009, Mr. Abhisit Vejjajiva, Prime Minister on 16 January 2010, Mr. Anand Panyarachun Former Prime Minister (A four-party panel headed) on 2 April 2010 and 2 times for Administrative Court on 22 February 2010 and submitted as a accusation on 27 May 2010. Andalso they sent it to the Engineering Institute of Thailand on 9 April 2010. It is no sound from all concerned authorities.

Finally, we hope that our extreme risks (People in Maptaphut and All Investors) shall be released or solved as soon as possible.
